Green council sends project pact back for revision
GREEN: The City Council has decided to send a contract proposal for construction coordination services back for some minor adjustments.Ward 3 Councilman Anthony DeVitis, who chairs the council’s Rules and Personnel Committee, said he has asked Law Director Stephen Pruneski to revise the contract with Municipal Service Group to make the pact more specific, such as adding an end-time to the agreement of possibly one to two years.These type of contracts are normally rebid every three years in Green, said Pruneski, who agrees that the original contract should be revised.The contract involves project manager Dave Hart, who helped the city with several major construction projects while employed by the Floyd Browne Group of Akron. He now works on his own.The contract with Hart is being changed because he has incorporated and added a five-member team to expand duties to oversee budgets and keep the city and businesses informed of the progress of the projects.Council President Joel Reed said he is satisfied with the work done by Hart, but said the reason for all the deliberation is “it’s a lot of money.”The contract will pay Hart between $55 and $105 per hour of work.DeVitis said he hoped the revisions could be back before the council Nov. 22 for a vote.Ward 2 Councilman Dave France said he doesn’t see how a minor delay will affect things.“Hart needs to be able to pay his people,” France said.At-Large Councilman Bruce Manwaring and Ward 4 Councilman John “Skip” Summerville sided with DeVitis, with Summerville saying it was obvious to him that the council wasn’t ready to vote and “I think we need a little bit more time.”Meanwhile, the council appropriated $500,000 to meet self-insured health costs through the year. The initially approved $1.3 million for the year is being exhausted, according to Human Resources Manager Jeanne Greco.
